
When a CPC campaign is not converting, diagnose it in a fixed order: tracking, traffic intent, ad-to-page match, page function and downstream handling. Changing bids or creative before confirming measurement can make the account busier without making the answer clearer.
1. Test the conversion
Complete the action yourself and verify that the correct event records once with the right value. Check recent site changes, consent behaviour, redirects, cross-domain journeys and call tracking. Google's website conversion tracking guidance covers the current tag and implementation options.
If the action occurs but the platform cannot see it, treat this as a measurement incident, not campaign performance.
2. Check what the clicks wanted
Review search terms, locations, devices and networks. A keyword can be topically relevant while the query is informational, employment-related or seeking a free alternative. Exclude clear mismatches and separate different intentions into better messages.
3. Check promise continuity
Read the ad, then view the landing page as a new visitor. Does the same product, location, price logic and next step appear immediately? If the ad says "book today" and the page only offers a general contact form, the journey has lost momentum.
4. Test the page under real conditions
Use mobile data, complete every field, trigger validation errors and test calls or checkout. Look for slow load, intrusive overlays, unclear fees, missing trust information and accessibility barriers. Ask someone unfamiliar with the business to explain the offer after five seconds.
5. Inspect lead and sales handling
A submitted form is not a completed sale. Measure response time, contact rate, qualification and close rate. If good leads are ignored or handled inconsistently, the advertising report will hide an operational problem.
6. Decide with an evidence threshold
Low-volume campaigns may need time, but obvious failures should be fixed immediately. Define the minimum relevant clicks or qualified conversations you need before making a major judgement, and record the uncertainty.
